Understanding Local Democracy with Councillor Jenny Whiffen

Prep pupils at Westholme enjoyed an inspiring visit from Councillor Jenny Whiffen, who represents Chorley North East. Her visit offered pupils a fascinating insight into local democracy, the role of councillors, and how communities work together to make positive change.

Councillor Whiffen began by sharing her responsibilities as a local representative — listening to the needs of her constituents, helping to improve neighbourhoods, and ensuring local issues are addressed in the Town Hall. She gave examples of community projects, such as keeping parks and playgrounds safe, promoting litter-free streets, and supporting local families.

Pupils were captivated as she explained how local councils fit into the wider structure of government and how decisions are made to benefit residents. Councillor Whiffen also discussed the importance of elections and voting, helping the children understand how everyone’s voice matters in shaping their community.

The session was highly interactive, with plenty of opportunities for pupils to ask questions about leadership, responsibility and making a difference. Councillor Whiffen encouraged them to think about the ways young people can take positive action — whether by helping others, caring for their environment, or sharing ideas to improve their school and local area.

The visit concluded with a discussion about teamwork and community values, reinforcing the importance of being kind, respectful and proactive citizens.
